A 2-day regional workshop was organized by EU-ASEAN COMPASS in Yangon, from 29 to 30 September 2016.
Mr San Myint, Deputy Director General of Myanmar Directorate of Investment and Company Administration (DICA) and former Director General of Myanmar Central Statistical Organization (CSO), opened the Workshop.
25 participants from all AMS except Brunei Darussalam, 2 participants from ASEAN Secretariat and 6 observers from DICA, were trained in FDIS analysis. The participants included compilers as well as users of FDIS. They were introduced in particular to the analyses made by regional and international major actors in the FDI field: ASEAN Secretariat and Asian Development Bank for the regional actors and IMF, OECD and UNCTAD for the international actors (the latter through a video link).
Participants from BKPM (Investment Coordinating Board of the Republic of Indonesia), Malaysia (Department of Statistics and Malaysian Investment Development Authority) and Bank of Thailand also briefly presented their analytical work, based on their own FDIS, either investment approvals or FDIS conforming to the international standards.
All along the workshop, the attention of the participants was drawn on phenomena such as indirect foreign ownership, transit investment and round-tripping, phenomena that official FDIS still struggle to capture, while these types of investment can largely divert investment policies from their expected results.
